Water CS Sicily Kariuki is currently on the spot in a situation where a private chopper was hired by NYS at Ksh 7.7 to dropped her at Windsor Hotel for her private business.
Members of the Public Accounts Committee (PAC) confirmed that the chopper was paid for by NYS yet it was not part of itinerary.
Eye brows have also been raised in another situation where CS Kariuki spent 2.3 million not budgeted for to hire catering and toilets during a one day meeting at Gilgil National Youth Service.
Upon Probe by Public Accounts Committee one officer said it was Kariuki who used the chopper though this officer refused to continue being questioned on this matter.
On the other hand Youth Affairs Principle Secretary Mary Kimonye and NYS Director General Matilda Sakwa refused to name Kariuki as the one who use the chopper despite the fact that it was Sicily who served in the docket during the period in question.
During the questioning of Mary Kimonye, Ugunja MP told her not to cover water CS because it would go down badly on her (Mary Kimonye).
“Madam PS please confirm to this committee that the person who used the helicopter in question was the CS. And please before you answer your question remember if you continue to be protective of her this can go down on you very badly,” said Wandayi.
The committee also wanted to understand how the CS allowed expenditure of 2.3 million to hire toilets yet the facility in which the function was held had toilets. In addition, the hiring of toilet and catering services was done without dues process.
